Preheat oven to 350°. Coat a Bundt pan with non stick cooking spray
Either by hand or with an electric hand mixer, combine flour, sugar, cocoa, baking powder, baking soda and salt. Mix until well combined.
Add juice, oil, eggs, and vanilla; beat until well blended, about 1 minute. Carefully add boiling water; mix until smooth.
Pour batter into prepared pan. Bake for 50 minutes, or unil set.
Meanwhile, in a small bowl, combine powdered sugar, cocoa, and water; mix until thick.
Cook cake completely. Spread cake with icing; top with white and dark chocolate chips. Enjoy!!!
